Goshgar Tahmazli

Chairman


Goshgar Ilahi oglu Tahmazli was born in Zangilan district on May 29, 1970. He went to the Nasimi district secondary school No. 5 from 1977 to 1987. In 1988, he entered the Faculty of Sanitation and Hygiene, Azerbaijan State Medical University named after N. Narimanov, graduating as a doctor/hygiene specialist in 1994. The same year he entered the Faculty of Universal Politics and Economics, Western University. He graduated with a bachelor`s degree in political science in 1996.

He defended a thesis on “Epidemiological effectiveness of organizing and carrying out sanitation and parasitological monitoring of food products” to obtain a PhD in Medicine.

Goshgar Tahmazli was awarded “Taraggi” medal for his outstanding service in the field of healthcare in Azerbaijan.

He embarked on his career in 1994 when he joined Baku City Center of Hygiene and Epidemiology of the Ministry of Health of the Republic of Azerbaijan. From 1995-1997, he worked as a doctor and from 1997 to 2004 as head of nutrition department at the center. Goshgar Tahmazli`s other assignments included director general of Nabz Mecidal Center in 2004-2005 and director general of Medeks LLC from 2008-2016.

He has implemented a number of important healthcare projects both in Azerbaijan and beyond. At a ceremony held by the European Business Assembly in Vienna in 2012, he was named “The best manager” in medicine, cosmetology and laboratory nomination.

In 1992, Goshgar Tahmazli actively fought in the battles for independence and territorial integrity of the Republic of Azerbaijan in Qarabagh. He is the holder of “War veteran” status.

Under December 25, 2017 Order of the President of the Republic of Azerbaijan, Goshgar Tahmazli was appointed as chairman of the Food Safety Agency of the Republic of Azerbaijan.

He is married with three children.

 


Rufat Rustamzade

Deputy chairman


Rufat Bunyat oglu Rustamzade was born in the city of Baku on September 20, 1975. He studied at Azerbaijan State Economic University. He embarked on his career in 1996, and had different appointments in the working group of the World Bank First Institutional Building Technical Assistance Project under the Cabinet of Ministers of the Republic of Azerbaijan. From 2002 to 2007, he headed the working group.

From 2007 to 2010, Rufat Rustamzade served as the managing partner at Caspian Business Consulting LLC. He was chairman of the Board of Directors of Libya-Azerbaijan CJSC. In 2014, his appointments included deputy head of International Cooperation Department at the Ministry of Agriculture of the Republic of Azerbaijan and head of the ministry`s Strategic Planning and International Projects Department.

From December, 2014 to February, 2018, Rufat Rustamzade chaired the State Service on Management of Agricultural Projects and Credits of the Ministry of Agriculture of the Republic of Azerbaijan.

He is a chief civil service adviser.

Under February 14, 2018 Order of the President of the Republic of Azerbaijan, Rufat Rustamzade was appointed as deputy chairman of the Food Safety Agency of the Republic of Azerbaijan.

He is married with two children.


Rashad Mafusov

Deputy chairman


Rashad Majnun oglu Mafusov was born in the city of Baku on August 24, 1977.

He obtained a bachelor`s degree in economics and management of trade and consumer cooperation and an MBA in finance and credit from Azerbaijan State Economic University.

He started his career at Azerigas CJSC in 1998.

Rashad Mafusov held different senior posts at Azernegliyyatbank OJSC from 2004 to 2006.

From 2006 to 2017, he worked in the system of the Ministry of Health of the Republic of Azerbaijan. His appointments included manager of “Reforms in the healthcare sector” project co-implemented by the Azerbaijani government and the World Bank, deputy director of Analytical Expertise Center, manager of the “Project to fight HIV/AIDS, tuberculosis and malaria” financed by the Global Fund, and director of the medical equipment repair and installation plant.

From 2013 to 2015, Rashad Mafusov headed the Private Medical Institution Licensing commission.

From 2017 to February, 2018, he served as head of the Finance Department of Azerbaijan Deposit Insurance Fund.

In February, 2018, Rashad Mafusov worked as Chief of Staff of the Food Safety Agency of the Republic of Azerbaijan.

Under July 9, 2018 Order of the President of the Republic of Azerbaijan Rashad Mafusov was appointed as deputy chairman of the Food Safety Agency of the Republic of Azerbaijan.

He is married with two children.

 


Balarahim Guliyev

Deputy chairman


Balarahim Mirzaagha oglu Guliyev was born in the city of Baku on December 25, 1967. He received a bachelor`s degree in food hygiene from Azerbaijan State Medical University.

From 1992 to 2005, he served as a food hygiene doctor at Baku City Hygiene and Epidemiology Center of the Ministry of Health of the Republic of Azerbaijan.

Balarahim Guliyev ran private business from 2005 to 2010.

From 2010 to 2014, he spent as a business development manager and deputy director at a private medical company.

From 2014 to April 2015, he served as director of Surakhani Medical Rehabilitation Center.

From April, 2015 to 2018, Balarahim Guliyev worked as deputy chairman of the State Veterinary Control Service of the Ministry of Agriculture of the Republic of Azerbaijan.

On January 21, 2018, he was appointed as head of Inspection and State Control Department of the Food Safety Agency of the Republic of Azerbaijan.

Under July 9, 2018 Order of the President of the Republic of Azerbaijan, Balarahim Guliyev was appointed as deputy chairman of the Food Safety Agency of the Republic of Azerbaijan.

He is a junior civil service adviser.

Balarahim Guliyev is married and has one child.
